They will get paid out on insurance. The jack up the cost on the goods next year to cover the premium increas and security measures to get said insurance.

Back when I was in retail they said that 15-20% of the price were to cover potential theft.

You're missing the point. This isn't just a Target problem. It's a retail problem. Local law enforcement isn't arresting/prosecuting shoplifting like they used to. Shrinkage is a tax on all consumers because every retailer has to raise their prices to cover the cost.

As the owner of a small retail store, without a written confession, it is almost impossible for me to prosecute a shoplifter, counterfeiter, etc, etc. My costs go up, my customer's cost go up.

One good thing about shopping at smaller places and getting to know the employees is it builds trust both ways. I used to stop at a Shell a few days a week. Buy my gas there, get treats for the carpool kids, etc. One day their credit card machine was down. They just told me to pay next time. A few days later I remind them I owed for my purchases the other day and they were so thankful I remembered. I wonder how many trashy people took advantage of that.

I accidentally left a bar/restaurant without paying once. I was a regular so I went back the next day and took care of it. They waived the $10 penalty.

That article is incorrect. Not all Bay area counties are the same. Contra Costa County doesn't allow that shite, thus our Targets don't have everything behind glass.
