Yes the GBI answers directly to the governor. However, in 2020 and through 6/30/2021 the GA governor had no legal authority to have the GBI investigate voter fraud. The request had to come from the Sec of State office (who, by the way, does NOT answer to the governor and is elected by the voters separately from the governor).
