While I do think the tax is a bit much, the $400 is for registering a new EV in Texas. New vehicle registrations in TX last for 2 years, so really it's just the same $200 / yr fee as the subsequent annual renewals.

The way I read it is that they have to also pay the $200 in that same year as well as the next year even if they just paid the $400. Is that wrong?
