A portion of the total price of fuel is tax, primarily for road maintenance. It's a fair tax in proportion to your use, for the most part. If you are driving on the road, you need to pay your "fair share," bitches.

While I do think the tax is a bit much, the $400 is for registering a new EV in Texas. New vehicle registrations in TX last for 2 years, so really it's just the same $200 / yr fee as the subsequent annual renewals.

Of course EV owners don’t like it. They have been exploiting a loophole that allows them to not pay their share for roads.

Then again most younger people these days have no issue with a free ride and the thought of enjoying something that they didn’t earn doesn’t bother them. Society is shifting. Things that used to be unacceptable are now socially normal.

The way I read it is that they have to also pay the $200 in that same year as well as the next year even if they just paid the $400. Is that wrong?

It’s definitely worded poorly, but if you look at the actual bill text it shows the $400 is for new vehicle registration (and links to that subsection) where it states it’s for 2 years. They don’t have to pay again until they renew 2 years later in which it just behaves as the annual $200 fee.

It honestly makes sense that way seeing that’s how they typically handle new vehicle registrations. You pay your fees and get 2 years instead of just one. Only the fees this time are inflated by the $400.

EVs charge at home the vast majority of the time. The few times you might need to hit a public charger won’t even come close to equaling the time 99% of people spend at gas stations.

I've read a lot of discussions about taxes on this board over the years but this might be the first one that has so many people assuming that the tax in question won't be mostly wasted by graft and corruption.

I pay 2-300 a year in Kansas on top of all the other taxes and toll road fees I have to pay if I want to leave wichita

No we aren't. Texas has one of the lowest gas taxes in the country. We aren't paying out the arse for our gas here.

My wife drives an older Yukon xl with the 6.2 v8. Averages around 14-15 mpg and she doesn't use remotely close to 83 gallons per month.

83 gallons/month at 15mpg is 15,000 miles per year, which is well above the average most people drive. 200/year is absolutely punitive. They're taxing a small and medium sized cars worse than big arse, gas guzzling suvs.

5mins at a gas station 30mins at a charger station.
Charge takes all night at home and doesnt even fully charge
