No, no they can't. State's won't have the cover to mail every registered voter a mail-in ballot who don't request one.
I can also guarantee that wherever Democrats harvest, Republicans will be right there with them in 2024. Trump has alrady addressed that.

I just can't see how people have seen Biden in his first term and would bring themselves to say "He's the guy I want leading our country" in the next election.
