Just wanted to bump this to see if anyone had ideas, or has done it in the past

A good elastomeric paint will keep moisture out if applied properly. It won’t help for insulation as a block wall has very minimal insulation value. There are plenty of options though. I’m a commercial masonry contractor so if you need more info just let me know.
