What you don’t see in that particular story is that the dude got out of the car, wiped her blood all over his face and then tried to flee. Sick mother jammer there.

If he truly hit a random woman with an absolute certainty of being apprehended, then he is almost surely insane. And as disturbing as this is, civilized people do not fling insane folks off buildings.
