Yeah, she basically said to imagine the worst possible person, and it's still worse than that.
You can also glean from Pierce's writing when certain characters are meant to have some sort of redemption, and I felt that towards the end about Cicero au Votum. For a second I thought maybe Cicero is helping Mustang because Atalantia nuked Mercury and his randomness during the Battle of Phobos basically threw their entire strategy off and gave the Republic an out - but he wouldn't fit Mustang's description of her contact.
Perhaps, similar to Diomedes, Cicero becomes a sympathetic character who realizes the Golds are just fodder for the ascent of people like Atalantia and Lysander.

Cassius my Goodman,
I am afraid I am at such a loss, that I can hardly form a word to convey the weight of my grief. My reprieve is that the worlds had the distinct pleasure of having the morning knight as a beacon into the frontier of this new ephemeral democratic republic that we have accidentally created my brother. House Mars after all. How bout that.
I’m drinking american bourbon on earth at this moment. Oh how my heart aches in my solitary grief. What is honor, what is conscience, without our Cassius. I am lost. I yet not know how but I will avenge thee Cassius .
