I have seen the numbers before and poverty is a much bigger indicator of crime than race

Compare the murder rate in Appalachia to New Orleans.

hillbillies use drugs and commit welfare fraud, but they aren't as violent as inner city black people.

You're correct, race isn't the factor. Culture is. It just happens to be that one race makes up the overwhelming majority of that culture.
