They didn't need to touch their endowment fund. The university didn't need to put out any funds at all.
The coaching staff identified to certain boosters the players they wanted. A point booster, in an organized system, coordinated the effort to get donors. The donors started an LLC to collect the money, target the recruit, and make payments when the recruit enrolls. The recruit doesn't get any money until he actually is on campus.
Despite the complaints of other universities, A&M did nothing illegal. Other universities are mostly upset because A&M has boosters who took the initiative and organized back when NIL became legal.
LSU could do the same. It takes dedicated and organized boosters. While LSU may not have the wealth of the A&M boosters, they do have a nationwide following and plenty of enthusiastic boosters.
