usually the regulator, but if the regulator doesnt have a good solid connection to ground they it wont tell it to charge. make sure it has a good bare metal connection to the frame, then test volts at battery to see if its charging
i know a guy who thought it was a good idea to clean up the rust behind his and paint the frame all nice and pretty. then he had no ground connection due to the paint he added so it stopped charging. he damn near cried when i ground off that paint to bare metal again but it fixed it.
the rust on the connection to frame from regulator rectifiers is something you cannot avoid if you want it to work properly
you need a test meter to check voltages to see where the issue is
